So long as the housing shortage continues the local authorities cannot do much to make existing houses more liveable. They can ‘condemn’ a house, but they cannot order it to be pulled down till the tenant has another house to go to; and so the condemned houses remain standing and are all the worse for being condemned, because naturally the landlord will not spend more than he can help on a house which is going to be demolished sooner or later.
