And it is essential that the entry into the different trades should be open to all on equal terms and that the law should not tolerate any attempts by individuals or groups to restrict this entry by open or concealed force.
Everyone may read this differently, but I don't read this as every trade being open without restriction, its just ensuring that all trades are open on the same terms to everyone. This would imply preventing religious, racial, or other discrimination, but also if there are safety requirements that must be met that is fine as long as its equally enforced.
