But Sri Lanka’s president, under pressure from Washington lenders, decided that the planning could not be entrusted to her government’s elected politicians. Instead, just one week after the tsunami leveled the coasts, she created a brand-new body called the Task Force to Rebuild the Nation. This group, and not Sri Lanka’s Parliament, would have full power to develop and implement a master plan for a new Sri Lanka.
