Tempting to relate to the black tower, but there's only one black tower. Could be the towers on the borderlands: as some fall the others could get reinforced, and one almost gets taken before getting the strongest garrison. Main problem: we don't know how many towers the borderlanders have. However, in chapter one the wind blew across 13 black towers in Seanchan, furthermore, the sky is described as black from smoke, which fits "tarlike sky" better than the clouds. I think these are the towers from the dream, my interpration is the towers represent the strength of the claimants to the Crystal Throne, and Fortuona's tower (the Tower of Ravens?)is the one shaken before rising to dominate the rest. Perhaps the Seanchan split into six kingdoms?
