The massive reallocation posed a very considerable logistical problem. Even under calm and relatively predictable circumstances, managing an integrated oil system was a highly complex matter. Supplies of varying qualities from various sources had to be linked into the transportation system and then moved to refineries that had been designed to handle those specific oils.
