In verse one we read that God (Elohiym) is standing in the congregation of the mighty; that He ("El" or God) is judging (Shaphat: governing) the gods (elohiym). One way to easily understand this is to look at a supreme God (capital “G”) judging and governing a group of “godlings.”
To stand in a court setting and judge indicates there was some transgression. This adds weight to the fact that some angels committed transgressions while others did not. Thus, it is this verse that points to the fall of some angels and the judgment handed down. It also articulates the position of angels as gods. It is assumed the point of view is that of men and not God. In our mythology we see some “gods” were evil and violent, while other “gods” were kind and gentle. Does the word of God, if we accept and understand it, makes us gods? What power or authority does the knowledge, secrets, and words brought to us from heaven by fallen angels give us?
According to the Haggada (book 1, chapter 4: Punishment of the Fallen Angels), the angel Shemhazai lusted after a maiden named Istehar, however, she tricked him to reveal the Ineffable Name of God. Istehar used the name to ascend to heaven and escaped her violation by Shemhazai. God rewarded Istehar for her by commemorating her as the seven-star constellation Pleides.

(Author’s note: Reading and writing are considered grievous sins because they allow knowledge, and thus sin, to be propagated from generation to generation. It should be pointed out that God himself wrote the Ten Commandments on stone. It is possible that this verse may refer to the Enochian alphabet, thought to convey the original teachings of the fallen angels.

(Author’s note: The ineffable name of God holds the power to create, bind, and destroy. In the Lillith myth, it is said she spoke this name when she argued against God and Adam. By speaking the name she flew off and became a demon.)
