What Dodd had failed as yet to fully appreciate was that in complaining about the wealth, dress, and work habits of embassy officers, he was in fact attacking Undersecretary Phillips, Western European Affairs Chief Moffat, and their colleagues, the very men who sustained and endorsed the foreign-service culture—the Pretty Good Club—that Dodd found so distressing.
