Tiergarten, Berlin’s equivalent of Central Park. The name, in literal translation, meant “animal garden” or “garden of the beasts,” which harked back to its deeper past, when it was a hunting preserve for royalty. Now
Beneath the surface, however, Germany had undergone a rapid and sweeping revolution that reached deep into the fabric of daily life. It had occurred quietly and largely out of easy view. At its core was a government campaign called Gleichschaltung—meaning “Coordination”—to bring citizens, government ministries, universities, and cultural and social institutions in line with National Socialist beliefs and attitudes.
The Gestapo’s reputation for omniscience and malevolence arose from a confluence of two phenomena: first, a political climate in which merely criticizing the government could get one arrested, and second, the existence of a populace eager not just to step in line and become coordinated but also to use Nazi sensitivities to satisfy individual needs and salve jealousies.
Germans denounced one another with such gusto that senior Nazi officials urged the populace to be more discriminating as to what circumstances might justify a report to the police. Hitler himself acknowledged, in a remark to his minister of justice, “we are living at present in a sea of denunciations and human meanness.”
As of January 1933 only about 1 percent of Germany’s sixty-five million people were Jewish, and most lived in major cities, leaving a negligible presence throughout the rest of the country. Nearly a third—just over 160,000—lived in Berlin alone, but they constituted less than 4 percent of the city’s overall population of 4.2 million, and many lived in close-knit neighborhoods not typically included on visitors’ itineraries.
“It was easy to be reassured,” wrote historian John Dippel in a study of why many Jews decided to stay in Germany. “On the surface, much of daily life remained as it had been before Hitler came to power. Nazi attacks on the Jews were like summer thunderstorms that came and went quickly, leaving an eerie calm.”
“In conclusion,” he said, “one may safely say that it would be no sin if statesmen learned enough of history to realize that no system which implies control of society by privilege seekers has ever ended in any other way than collapse.” To fail to learn from such “blunders of the past,” he said, was to end up on a course toward “another war and chaos.”

why were the State Department and President Roosevelt so hesitant to express in frank terms how they really felt about Hitler at a time when such expressions clearly could have had a powerful effect on his prestige in the world?
Here was Dodd, the humble Jeffersonian schooled to view statesmen as rational creatures, seated before the leader of one of Europe’s great nations as that leader grew nearly hysterical with fury and threatened to destroy a portion of his own population.
Hitler’s real purpose was to buy time to allow Germany to rearm. Hitler wanted peace only to prepare for war. “In the back of his mind,” Dodd wrote, “is the old German idea of dominating Europe through warfare.”
A U.S. senator, Millard E. Tydings of Maryland, tried to force Roosevelt to speak against Jewish persecution by introducing in the Senate a resolution that would have instructed the president “to communicate to the Government of the German Reich an unequivocal statement of the profound feelings of surprise and pain experienced by the people of the United States upon learning of discriminations and oppressions imposed by the Reich upon its Jewish citizens.” A State Department memorandum on the resolution written by Dodd’s friend R. Throughout that first year in Germany, Dodd had been struck again and again by the strange indifference to atrocity that had settled over the nation, the willingness of the populace and of the moderate elements in the government to accept each new oppressive decree, each new act of violence, without protest.
HITLER’S PURGE WOULD BECOME KNOWN as “The Night of the Long Knives” and in time would be considered one of the most important episodes in his ascent, the first act in the great tragedy of appeasement. Initially, however, its significance was lost. No government recalled its ambassador or filed a protest; the populace did not rise in revulsion.
The killings demonstrated in what should have been unignorable terms how far Hitler was willing to go to preserve power, yet outsiders chose to misinterpret the violence as merely an internal settling of scores—“a type of gangland bloodbath redolent of Al Capone’s St. Valentine’s Day massacre,” as historian Ian Kershaw put it. “They still thought that in the business of diplomacy they could deal with Hitler as a responsible statesman. “I … had no idea that this hour of lightning was announcing a thunderstorm, the violence of which would tear down the rotten dams of the European systems and would put the entire world into flames—because this was indeed the meaning of June 30, 1934.”
Hitler moved quickly. Before the day was out he assumed the duties of president as well as chancellor, thereby at last achieving absolute power over Germany. Contending with false humility that the title “president” could only be associated with Hindenburg, who had borne it so long, Hitler proclaimed that henceforth his own official title would be “Führer and Reich Chancellor.”
“The people hardly notice this complete coup d’etat,” he wrote in his diary. “It all takes place in silence, drowned out by hymns to the dead Hindenburg. I would swear that millions upon millions have no idea what a monstrous thing has occurred.”
“A woman who may report on a neighbor for disloyalty and jeopardize his life, even cause his death, takes her big kindly-looking dog in the Tiergarten for a walk. She talks to him and coddles him as she sits on a bench and he attends to the requirements of nature.”
“At a time when hundreds of men have been put to death without trial or any sort of evidence of guilt, and when the population literally trembles with fear, animals have rights guaranteed them which men and women cannot think of expecting.”
“With Germany united as it has never before been, there is feverish arming and drilling of 1,500,000 men, all of whom are taught every day to believe that continental Europe must be subordinated to them.” He added, “I think we must abandon our so-called isolation.” He wrote to the army chief of staff, Douglas MacArthur, “In my judgment, the German authorities are preparing for a great continental struggle. There is ample evidence. It is only a question of time.”
“With armies increasing in size and efficiency every day; with thousands of airplanes ready on a moment’s notice to drop bombs and spread poison gas over great cities; and with all other countries, little and great, arming as never before, one can not feel safe anywhere,” he wrote. “What mistakes and blunders since 1917, and especially during the past twelve months—and no democratic peoples do anything, economic or moral penalties, to halt the process!”
“One thing troubled him,” Dodd wrote: “Could the United States, England, France and Russia actually co-operate?”
Five months later, on November 9 and 10, came Kristallnacht, the Nazi pogrom that convulsed Germany and at last drove Roosevelt to issue a public condemnation. He told reporters he “could scarcely believe that such a thing could occur in twentieth century civilization.”
In September 1939, Hitler’s armies invaded Poland and sparked war in Europe. On September 18, Dodd wrote to Roosevelt that it could have been avoided if “the democracies in Europe” had simply acted together to stop Hitler, as he always had urged. “If they had co-operated,” Dodd wrote, “they would have succeeded. Now it is too late.”
“But history,” wrote Dodd’s friend Claude Bowers, ambassador to Spain and later Chile, “will record that in a period when the forces of tyranny were mobilizing for the extermination of liberty and democracy everywhere, when a mistaken policy of ‘appeasement’ was stocking the arsenals of despotism, and when in many high social, and some political, circles, fascism was a fad and democracy anathema, he stood foursquare for our democratic way of life, fought the good fight and kept the faith, and when death touched him his flag was flying still.”
In the end, Dodd proved to be exactly what Roosevelt had wanted, a lone beacon of American freedom and hope in a land of gathering darkness.
