Where both factions did agree, however, was on the certainty that any campaign that explicitly and publicly sought to boost Jewish immigration to America could only lead to disaster. In early June 1933 Rabbi Wise wrote to Felix Frankfurter, at this point a Harvard law professor, that if debate over immigration reached the floor of the House it could “lead to an explosion against us.” Indeed, anti-immigration sentiment in America would remain strong into 1938, when a Fortune poll reported that some two-thirds of those surveyed favored keeping refugees out of the country.

Germany had undergone a rapid and sweeping revolution that reached deep into the fabric of daily life. It had occurred quietly and largely out of easy view. At its core was a government campaign called Gleichschaltung—meaning “Coordination”—to bring citizens, government ministries, universities, and cultural and social institutions in line with National Socialist beliefs and attitudes.
Germans denounced one another with such gusto that senior Nazi officials urged the populace to be more discriminating as to what circumstances might justify a report to the police.

“Governments from the top fail as often as those from the bottom; and every great failure brings a sad social reaction, thousands and millions of helpless men laying down their lives in the unhappy process. Why may not statesmen study the past and avoid such catastrophes?”
After a few more allusions, he came to his ending. “In conclusion,” he said, “one may safely say that it would be no sin if statesmen learned enough of history to realize that no system which implies control of society by privilege seekers has ever ended in any other way than collapse.” To fail to learn from such “blunders of the past,” he said, was to end up on a course toward “another war and chaos.”
“I had no delusions about Hitler when I was appointed to my post in Berlin,” he answered. “But I had at least hoped to find some decent people around Hitler. I am horrified to discover that the whole gang is nothing but a horde of criminals and cowards.”
Dodd listened intently as Hitler portrayed Germany as a well-meaning, peace-seeking nation whose modest desire for equality of armaments was being opposed by other nations. “It was not the address of a thinker,” Dodd wrote in his diary, “but of an emotionalist claiming that Germany had in no way been responsible for the World War and that she was the victim of wicked enemies.”
“For the first time, therefore, in German legal history the draft code contains definite suggestions for protection of the German Race from what is considered the disintegration caused by an intermixture of Jewish and colored blood.”
He noted also that the code made paramount the protection of the family and thus outlawed abortion, with the exception that a court could authorize the procedure when the expected offspring was a mix of German and Jewish or colored blood. Vice Consul Leverich wrote, “Judging from newspaper comment, this portion of the draft will almost certainly be transacted into law.”
An odd kind of fanciful thinking seemed to have bedazzled Germany, to the highest levels of government. Earlier in the year, for example, Göring had claimed with utter sobriety that three hundred German Americans had been murdered in front of Independence Hall in Philadelphia at the start of the past world war. Messersmith, in a dispatch, observed that even smart, well-traveled Germans will “sit and calmly tell you the most extraordinary fairy tales.”
“Tolerance means weakness,” Eicke wrote in the introduction to his rules. “In the light of this conception, punishment will be mercilessly handed out whenever the interests of the fatherland warrant it.” Minor offenses drew beatings with a cane and stints in solitary confinement. Even irony was costly. Eight days’ solitary and “twenty-five strokes” were meted out to “anyone making depreciatory or ironical remarks to a member of the SS, deliberately omitting the prescribed marks of respect, or in any other way demonstrating unwillingness to submit himself to disciplinary measures.” A catchall

Government,” Papen said, “is well aware of the selfishness, the lack of principle, the insincerity, the unchivalrous behavior, the arrogance which is on the increase under the guise of the German revolution.”
The German people, he said, would follow Hitler with absolute loyalty “provided they are allowed to have a share in the making and carrying out of decisions, provided every word of criticism is not immediately interpreted as malicious, and provided that despairing patriots are not branded as traitors.”
Throughout that first year in Germany, Dodd had been struck again and again by the strange indifference to atrocity that had settled over the nation, the willingness of the populace and of the moderate elements in the government to accept each new oppressive decree, each new act of violence, without protest. It was as if he had entered the dark forest of a fairy tale where all the rules of right and wrong were upended.
“Only a ferocious and bloody repression could nip the revolt in the bud,” he told his audience. He himself had led the attack in Munich, he said, while Göring, with his “steel fist,” had done so in Berlin. “If someone asks me why we did not use the regular courts I would reply: at the moment I was responsible for the German nation; consequently, it was I alone who, during those twenty-four hours, was the Supreme Court of Justice of the German People.”
HITLER’S PURGE WOULD BECOME KNOWN as “The Night of the Long Knives” and in time would be considered one of the most important episodes in his ascent, the first act in the great tragedy of appeasement. Initially, however, its significance was lost. No government recalled its ambassador or filed a protest; the populace did not rise in revulsion.
An intelligence report from the exiled Social Democrats found that many Germans were “extolling Hitler for his ruthless determination” and that many in the working class “have also become enslaved to the uncritical deification of Hitler.”
In part, he knew, this happiness was fostered by German law, which forbade cruelty to animals and punished violators with prison, and here Dodd found deepest irony. “At a time when hundreds of men have been put to death without trial or any sort of evidence of guilt, and when the population literally trembles with fear, animals have rights guaranteed them which men and women cannot think of expecting.”
