Tourists traveled by coach, then train (and eventually car and plane). They read their guidebooks. They looked at their landscapes. They bought souvenirs. And when they arrived, they walked. Originally, the walking seems to have been incidental, part of the process of moving around to find the best view. But by the turn of the century walking was a central part of some touristic ventures, and walking tours and mountain climbing were coming into being.
