On 28 July the Tsar responded to this Balkan crisis as Russia had responded to earlier ones: with the mobilisation of the four military districts facing Galicia. But this was nonsensical both to the military, since the reorganisation of the army meant that each district drew on the resources of others, and to Sazonov, who remained convinced that Germany — not Austria-Hungary - was the real danger.
