Haven't read this book yet, but I'm adding some notes to remind my old brain when I do pick it up.

Found it mentioned on a reddit post looking for other books similar to my own. The poster said:

I have found that he and his books have a certain charm that is very difficult to replicate, unfortunately. Closest is a relatively unknown author (but one of my favorites) named Lawrence Watt-Evans.
