This non-Maigret novel by the hyper-prolific Belgian author might as well be one -- given that its protagonist is another middle-aged, misanthropic alcoholic. He's a lawyer in the town of Moulins (almost in the dead center of France), part of the local gentry, from a prominent family, living in a huge house, barely working.
