This is the book, Book 4, where the Temeraire series really hits its moral stride. Luminous descriptions of African landscapes, an anthropological exploration of what it means for humans to live in a world with dragons and a profound ethical choice make this one powerful for me. The first third or so proceeds rather slowly, and the book as a whole may not have as many exciting battles in it as readers have come to expect, but the emotional power of what happens with the dragons, the human drama
