Joseph Collins is a part of the Institute for Food and Development Policy based in California. He made several trips a year to Nicaragua to study the effects of the Sandinista policies in Nicaragua. What he found was a country struggling to survive; to make changes that fit the Nicaraguan people, whether the rest of the world (i.e., U.S.) agreed with them or not.
