this is one of the books that has changed the way I think about any policy system.
any evolution needs a revolution, but it doesn't mean all the evolutions are good. evolution means completing what is around, but if we are living in a bad environment and we do a revolution in order to complete what is around, it may get us in a terrible mess. in such an environment, It's better to persist on what we have and prevent changes.
