Sam has entire romance scenarios built up in his mind and everything about Ian is contracted to fit into the romance he has in his mind. He over analyses every thing Ian says/does and analyzes his own reactions and it is all too much in Sam's head/mind. I was almost at the point of getting super annoyed by Sam, at which point, the book started to get better. We see Ian's growth and how his feelings grow for Sam.
