This story picks up right after the events from book #3 Tempted. You can read this as a standalone and enjoy the romance between Orpheus and Skyla, but you will be missing out on extensive world building and overall story arc information. Naughton does a good job of giving you the basics you will need to understand, but at book #4 there are so many character storylines that cross each other you would miss out on what makes this series such a pleasure to read.
