I'd heard a lot about this series, and was totally not disappointed. It is set in a far-future earth where many independent communities are loosely regulated by a central government (the Sanze Empire). During this period there are destructive seismic events that cause environmental issues where the communities are forced to self-govern and live off of their stores until things return to normal. This is called a "Season".
