Update 8/2018:
My book club decided to discuss this and I think it says something that I would choose to reread it less than two months after my first read rather than just try to remember. I'm upgrading my rating to 5 stars. This is the best sort of comfort reading: interesting, funny, sweet, a little bit philosophical. I want to spend time with the characters. I hope the others like it as much as I do.

I cried at the end. I'm really glad people are writing more sf w interesting social premises. I really really appreciated a galactic federation in which humans are Kinda Wimpy. The world-building was good. I cared a lot about all of the characters. The pacing was super well done; it built slowly over the course of the first >3/4 without my even really noticing it, and it resolved all of it in a way that was satisfying. I enjoyed it a lot.
