The story takes place in the not too distant future, in a Southwest that is balancing on the edge of anarchy and revolution due to deadly struggles over water and water rights. The “have” and “have nots” in this society are delineated by those who have access to water and those who do not. Borders have been closed; refugees from Texas (which is totally arid) and Arizona are not welcome and not allowed into Nevada or California – or other states that still have some water.
