I really relished Umbridge in this reread. She is so scary because she's just a person. Other bad guys or monsters in the Potterverse are scary but not real, you feel at a safe remove because you'll never actually meet Voldemort, a giant basilisk, a werewolf, etc. Umbridge, on the other hand, could be in any school, any office, and house on any street.
