I have read this book about a half dozen times, and as I sit before my snoring elderly mother, I have decided to pass the time by writing this little homage.
For me Psmith Journalist is Wodehouse's best. The reasons are many, some of which also apply to Wodehouse's other works.

The Psmith series of four books has never clicked with me the way the Blandings saga or the Jeeves & Wooster series have. However this is the best of the four and worth a read. The cool, collected and oddly eloquent Psmith works well against the contrast of the New York City of a century past. There is plenty of action, interesting characters and some of the humor and clever use of words that would characterize Wodehouse's later works.
