I struggled with the first half of this. I think it was because Warrick and Toreth spent so much time apart. The second half, I couldn't put it down. They really put me through the wringer. In the end, my favorite of the series, so far.

Book 6 in The Administration series took me places I hadn't really expected to go. Several eye-openers in this book; some were unexpected, and some I had been nervously anticipating. Francis has built a multi-layered dystopic world full of fascinating and somewhat twisted characters. Carnac is a psychoanalytical piece of crap, and I fear we haven't seen the last of him.

Wow the ending was quite unexpected.
Carnac came back(again) and I was kind of confused about him. On one hand, I absolutely loved reading his point of view. I think the man is truly intelligent, and I like the fact that he is ahead of the game, or at least most of the time. On the other hand, whenever he appears in the series, it sets things back for Warrick and Toreth. He'll say things about Toreth and set him running away. It honestly gets tiring.
