So, assuming that Isabelle's necklace was Camille's necklace, when Camille had it did it also work as a..."demon signal" since it has been known to pulse/flash in range of demons.

To answer the Twilight question, somewhat, just to my knowledge, Cassandra had to have been already writing City of Bones before Twilight was even published considering Twilight was not published until 2005.
That is just my hunch.
