Not going to lie, I would love it if Tessa chose Jem... He's sweet and not pushy and really respectful of her and her reputation, which was key in the time in which the book is set. But remember the scene in the sanctuary where Camille hands the necklace to Clary (by way of Jem) and she sees the latin inscription and looks at Will as Will looks at her? I'm a dork and I found a translator and it means, "True love never dies" so I'm thinking she's going to choose Will.
