This has eluded me for years. I read it in 1995 The crew of a starship wake up bald crash landed on a planet with amnesia. There is a woman who is in charge and the girl with her falls in love with her which she gently declines. They escape over a mountain at one point and since they are stuck for a long time end up being intimate with each other. At the end of the book the main character lady has a staff and is singing spells to perform magic as she travels the land.
