No kissing someone doesn't mean anything but you shouldn't go around kissing everybody. Some people think that you should only kiss the person you truly love some people don't. If you do kiss someone that you don't love eventually you guys are going to catch feelings & the other person might not feel the same. But it could also be different if they both have feelings for each other. But for Charlie this is not the case. Sam told him not to "think of he in that way," so I'm assuming that is why she said what she said.
