I definitely agree with Katniss and Peeta. There is a line. In a war, the only people who should be attacked is the other side's army. Gale's approach would definetly create a slippery slope. If both sides fight with the same lowly tactics, each side would get more and more ruthless in their war tactics to shock and devastate the other. Both sides would become monsters.

MOCKINGJAY SPOILER ALERT: When Katniss is about to execute President Snow, but instead she shoots President Coin of District 13. This is a good look in to the motives of Katniss. It shows that she isn't choosing one side or another,she is an individual, and she knows that trading a fascist government for a communist one (under Coin) is no trade-off! I believe this is her saying that she is not a pawn of the capitol, or District 13's mockingjay. No one owns her.
