It's an underground setting and the limitations will probably be more than what people are expecting. Still, Ruby and Sapphire were released more than ten years ago, now – I'm sure it'll be amazing!

This might get real deep but. As "god" Arceus isn't meant to be real kind or w/e. He's not another view of the Catholic God – he's the creator of the Pokemon world and he's a ruler. That means he may have to be a jerk in order to keep everything in order, y'know? You can't control stuff with gifts and love forever. I don't know, that's just how I see it?

And catching Arceus is literally just a mechanic in the games. You can't create a Pokemon and not allow players to capture it..

That actually sounds like a great idea, like some sort of sidequest. I've seen it in fangames and demos before, but instead of getting a call, people sit in the Pokemon Centre and if you talk to them, you can choose to take up their quest!

And they don't do it in the games yet. That's another sort of sidequest. For example, if someone wants to see a really small Pokemon, and you show them, say, a Goomy, they'll give you an item, and then usually you can show them another small Pokemon the next day and so on.

I'm so excited for the Super-Secret Bases. Apparently you can literally make your own gym of-sorts!

Nah, they're called legendary because of their statistics compared to other Pokemon. Dragonite and Tyranitar are part of the Pseudo-Legendary group, which includes Metagross, Salamence, Garchomp, Hydreigon and Goodra. They're not that easily obtained, especially in-game.

The others, Arcanine and Gyrados, aren't really considered legendaries except by some characters in the anime, although Arcanine was originally meant to be a legendary.

The idea of game-mascot legendaries is to provide the player with a statistical advantage to the Elite Four. You're meant to catch them, and remember that there is only one in the whole game – the in-game mechanics don't even allow you to breed them.

So, your theory is entertaining to observe, especially because imagine hundreds of Zekrom just running around aimlessly omg. But, yeah, like I said, the title of "legendary" is objective and it's meaning changes when directed at different Pokemon.

Four Members and Champions.

ϟ Their base is large, but they have several small holdings in other regions 
thanks to affiliate members.

☁ The majority of the few interactions with civilians are reported to be 
polite and civil, but several have quickly turned violent. 

ϟ Team Thunder is well practiced at hiding themselves and their operations, 
with only a 10% rate of being disbanded by authorities.
