You can contact authors directly if you find something you'd like to review or authors will come to you once you build up your Goodreads. I suggest reviewing the books you read and posting them on Goodreads (you get prompted to write a review every time you finish a book) and writing on your profile page "About Me" section that you're taking review requests.

R2Rs are Read to Reviews.

Some groups organize R2Rs where you get the ebook free in exchange for a review.
