It never said he was brought to jail. The point of the question was the story of Seb being taken was told twice and each story was entirely different. Did you read the book?
The part where she tackled him when he tried to run away and then the police was there was quite self explanatory.
The Seb story was told first when Maggie explained the first time Seb was taken from her, the Man manipulated her into making her feel guilty that if she didn’t give Seb to him, he won’t experience a life outside like eating ice cream etc. The second mention was Maggie realizing that the man actually killed Seb and just said those things to her to trick her into giving Seb to the man.
