If a book causes someone to have a panic attack, they don't need a spoiler on the book's cover, they need professional help and support... and should probably know better than to read crime novels. The whole genre can't suddenly stop being what it is because of a very small number of people with genuine PTSD (and a larger number of people who think reading something that makes you appalled means you're having a panic attack.)
No one's saying that the genre needs to change. Movies have content warnings, why not books?
