This is only a guess. The "we" are either a group or real people/persons that work at Tim's company or they are a group of cobots that work for Tim and his company with AI. I had to read the end several times too.
We're all in the same boat! If none of us understand the end, it was probably not well written... My guess is that the 'we' in the boat is the commercial cobots. There must be one on the boat. Not necessarily with a human form, remember how they got together to find Abbie when she disappeared, and were in fridges and what not. What confuses me is why Tim would go through all these lenghts to get cobot-Abbie to North Haven, when he concoted the whole thing since day 1. He was behind the Friend texts and everything, so why make her go through this convoluted story to end up in North Haven when he could have just brought her there himself to start with. Is that because he wants Danny to disappear too so he can mold him into a "normal" kid?
