I can't clarify it, since I do not understand it. SPOILER ALERT. It is possible that she thought the prison chef is out to get her and she is about to attack the man who delivered her meal. In any case, the conclusion does not make much sense and is not satisfying. Very few mystery writers are good at creating terrific endings.
I thought that maybe the taxi driver had been sending her messages all along..? who knows?
I think that Fossum might want us to think that, but Sejer had already shown the video to Ragna demonstrating that her visit to the police station was not at all what she had told him. Fossum might just want to introduce a sense of dread, that Ragna has slipped back into paranoia.
