We’re there regulations about who could enter that part of the park—I know Jed was worried about being reported for changing the route. And Bull entered by a little known trail so the authorities wouldn’t be aware of their presence.
Yes, the park has restrictions & regulations when Jed's guiding a trip, but his license allows him to scout areas around his routes so he could have moved around freely alone without arousing suspicion.
