There wouldn't have been a resemblance between the "starnger"--the real Tennessee--and the boys. She was Kenya's biological mother. The boys were the biological children of the second Tennessee, the one in the hospital.
Yes, it is even more interesting that no one noticed the resemblance between Kenya and the stranger in the picture. Or that they seemed to automatically see a resemblance between Kenya and Teddy and Tip when there was none.
