I also think the title might be referring to Mary being the last legitimate Tudor since all of the Grey sisters often felt they should be ruling instead of Elizabeth since Edward vi named Jane Grey as his heir bypassing Elizabeth.
I just wrote in my review that I thought the last Tudor may have also referred to the authors comment that this is her last book planned for the Tudor Era, and therefore ours.
