I thought the cat represented Ove. It was past its prime, ragged on the outside but loyal on the inside, rigid in behavior (example: only shit in one place), yet did unexpected things like ride in cars....
The cat needed him - needed his protection from the dog. Just like Rune needed his protection from the men (and woman) in the white shirts. Ove, whatever his flaws were, did not like bullies and would protect their victims. And the cat became is beloved little companion.
Ove's conscience and heart. I think he saw a connection to Sonja via the cat...as the cat often looked at Ove ornwas quiet with him just as Sonja would have been.
Forgiveness. Through accepting the cat, he can forgive Sonja for dying (yes, he really DID need to forgive her for that!) and forgive himself for being such a grump. I think the cat taught him to love when you just can't get away with NOT loving!!
I think the cat was sent by Sonja to keep an eye on Ove.
