I think it's possible the Hailsham kids were less likely to run off. They'd had this relatively good childhood and really strong bonds with their fellow students. I think that was engineered more than anything. For exmaple, I think that's why there were the smaller and smaller dorms. They saw who got along and put them together, then they kept those small groups together when they left.
