The Dark Tower already had three books out when Insomnia was released. I'm sure King intended for people to read everything, not necessarily one before the other, however.
Mike is right, Insomnia (1994) came out between the third and fourth DT books. The Waste Lands (1991) and Wizard And Glass (1997). The first two DT books were published in '82 (The Gunslinger was a limited edition at first) and '87.
