I think he was just hoping to get a glimpse of Maggie and have her see him
He wanted to see Maggie. He observed that already 40 women (of 100 inmates) had passed the window, and that all of them glanced outside. So he thougt chances were good that Maggie would also pass the window and look outside soon. It tells us that Frank still loves Maggie and hasn't given up on her.
I think he hoped to see Maggie pass by. He's not going to give up.
