I know I am also late, but I don’t think that Venka was the spy either. Kitay and Rin were the only two people who believed that she could still do something after Golyn Nis instead of treating her like broken glass. I think that’s the reason why she chose to escape the Republic, and I also believe that this is the reason why she would never betray Rin and Kitay.
But I don’t agree with Kitay being the spy since he did so much to help Rin and was loyal to her no matter what.
