Beatrice was dieing, and Axl knew that the boatman was not going to take him across, too. He walked away because he knew that it was not his time to die, he was on his own now to continue his life alone. When Axl and Beatrice last speak, they both say Farewell to each other which they hadn't done before, indicating they both know this is their final separation.
It also seems like a reverse image of the Greek myth “Orpheus and Eurydice”.
