Thanks for answering. Apparently according to Christopher Paolini, it is a stand alone novel, according to his Tweet on Twitter. Goodreads does not allow links in comments so I couldn't put the direct link.
It’s both. It is book 5 because it is after the original series but it can be read as a stand alone
