I understood it to be that Cooper was orchestrating these murders, not for the joy of murdering or because he couldn’t help it, but because it suited his desire to continue to get away with it. Cooper was worried that Daniel was on to him and would soon tell Chloe. Cooper could also see that Chloe was choosing Daniel over him and would most likely believe Daniel. So, he had his boy conduct these murders in order to see Daniel up.
