I do like the comment about "Bothari's assorted weapons violations. I get a wonderful mental picture of Bothari standing in the middle of a pile of weapons with customs officers scowling customs officers surrounding him and Miles giving him an "I told you not to do that again" expression on his face.
I picture a routine request for a diplomatic passport for "Kordelia Vorkosigan", possibly even written in Cyrillic and left for the recipient to translate, being routinely approved. When they check her identity at Customs and Immigration they find out who she is, but the bureaucratic mills grind slowly. The decision is made to pretend they did that on purpose, and besides there is a current scandal concerning the chief of the department responsible for correcting the criminally maladjusted. It seems that he has been installing a compulsion to donate every time an ad appears for the charity of which he is the head....
