Emmet had to act fast & use what was available to delay Duchess, who would have eventually drifted back in to shore. Emmet didn't see it as potentially dangerous because he couldn't have foreseen the wind & Duchess grabbing at the money.
I think the flaw in the argument that Emmet couldn't foresee what would happen is that he left the money at the end of the boat with the hole, and left it loose. Had it been near Duchess, and in a bag or wrapped in something, Duchess could have waited it out. And Emmet was raised on a farm, he's been outdoors, he can assume breeze or wind will blow loose money around.
