The grandmother is Michael's mother, not Stella's father's mother.
The lady (Meme or Samia) is Stella's grandmother, the mother of Lucy's ex-partner who disappeared to Algeria leaving Lucy and Stella behind. I think this is why she will take in Stella, who she considers to be her blood relative as she's her son's daughter, but leaves Lucy and Marco on the street as she does not consider them to be family. She helps Lucy a little with money as she wants Stella to be cared for but it doesn't seem like she has any love or respect for her son's ex-partner and her kid with another man.
