To make it clearer -- I think she is referencing a time in Argentinian history when people disappeared and there were no answers why. So there is no answer why.
I think you have to see this collection of short stories as haunted stories. The author is coming to terms with Argentina's horrific past. The translator's note at the end also explains the context a little. Sometimes there are just no answers.
